Applying for School Places for Sept 2021 – for children with EHCPs

Please note: If your child does not have an Education, Health and Care Plan (EHCP), even if they are being assessed for special educational needs and no Plan has been issued, you should submit a preference for a school place via the LA’s mainstream admissions page.

SEND Admissions:

The SEND Admissions arrangements for children and young people with an EHCP have been revised. These changes will apply to those children and young people who will transfer to Reception, Year 3, Year 7 and Year 12 in September 2021.

Key deadlines for confirmation of placement:

You should get your child’s FINAL EHCP by 15 February 2021 for those children who will start Reception, Year 3 and Year 7 in September 2021.  If no School is named in Section I or you are not happy with that School, then you are able to appeal.  If you do not get the Final EHCP by 15 February, you can request your EHCP be finalised (naming type only) which gives you the right to appeal. 

If the young person is due to start in Year 12 in September 2021 then the Final EHCP should be with you by the 31st March. If no college/School is named in Section I or you are not happy with that placement, then you are able to appeal.  If you do not get the Final EHCP by 31 March, you can request your EHCP be finalised (naming type only) which gives you the right to appeal. 

The two deadlines are set to give you enough time for your appeal to be in and to be heard before the September.

  1. Transition Reviews should have taken place in Summer Term (Summer 2020).  The next placement should have been disgusted and recorded.

If no Transition Review has taken place this must taken place in the Autumn Term (2020) – see table above for dates when they should be carried out by.

Case Officers will send out your child or young person’s EHCP (again see table for dates).  This will be in the form of a DRAFT ADMENDED.

  1. You then have 15 calendar days to return the form that will be sent with the draft amended EHCP.  You should highlight ONE School that you wish the LA to consult with.  If you wish to name a second School then do have a conversation with your Case Officer.
  2. The LA will then consult with the School and any School(s) that they feel is close and can meet your child’s needs.  The Schools have 15 days to reply to this consultation:

All through Maintained Special Schools:

By 31 October 2020 – Placements for children and young people already attending all through maintained special schools, which are still deemed suitable, will have their placements confirmed for the next key stage. (With the exception of Gosden House School, where the LA will consider the continuation along with closer to home provision for secondary transfer in November).

This means that your Case Officer should know the School to be named by this date.

Secondary mainstream provision and secondary special school

By 30 November 2020 – School consultations undertaken for children requiring secondary mainstream provision and allocations of secondary special school places agreed.  Special school places are allocated and determined in order of suitability, followed by Looked After Children and Previously Looked After Children, followed by distance.

This means that your Case Officer should know the School to be named by this date.

Those starting in reception in Sept 2020 or those leaving an infant school or centre resource requiring mainstream provision and special schools:

By 31 December 2020 – School consultations undertaken for children going into reception and those leaving an infant school or centre resource requiring mainstream provision and allocations of special school places agreed. Special school places are allocated and determined in order of suitability, followed by Looked After Children and Previously Looked After Children, followed by distance.

This means that your Case Officer should know the School to be named by this date.

Children with an EHCP in an all-through school

All-through schools are those that combine at least two stages of a child’s education – typically primary and secondary – in one establishment.

If your child is currently in Year 2 in an all through primary mainstream or maintained special school, then this process does not apply, and your child will remain at their current school unless a change of placement has been agreed following the most recent annual review.

If your child is in Year 6 and in an all through special school, your child has the option to remain in their current school unless a change of placement is agreed at the annual review.
